I think they are probably the same person, his ResearchGate profile, this page and others give the impression that he goes by both "Hossein Rajaei" and "Hossein Rajaei Sh.". I suspect "Sh." may be a shortened second family name? Apart from that, both pages on Wikispecies list the same institution, so unless we know otherwise I'd say merge them.
