Digging into this for myself, yes, this is the same person: Checking with Index Fungorum (since IPNI lists his area of interest as "mycology"), "E. Rivalier" is the author of "Sabouraudites praecox", which comes from this article from 1954. The affilation listed there matches with one of his work locations given in his biography in the Bulletin de la Société entomologique de France in 1979, not to mention he was also honorary president of both the French societies of dermatology and mycology.
